Recently, the US government issued a series of new export control rules that
further restricted China's semiconductor manufacturing, artificial intelligence, and connected vehicle
industries. At the same time, the Regulation of the People's Republic of China on the Export Control of
Dual-Use Items has officially come into effect, and the Chinese government's export control measures are
gradually increasing.
近期，美国政府发布了一系列新的出口管制规则，对中国的半导体制造及人工智能领域、网联汽车等行业进行了进一步的限制。同时，中国《两用物项出口管制条例》正式施行，中国政府的出口管制举措正在逐步增多。
ZTE has actively responded to these external policy adjustments. Organize
internal teams to conduct impact analysis, adjust business control measures, optimize system functions,
configure online control solutions, and ensure efficient and effective compliance in complex regulatory
environments. At the same time, to ensure the stability of the supply chain, we have also communicated
with multiple internationally renowned chip manufacturers regarding these new rules this quarter. We have
had in-depth exchanges of opinions on the requirements of the regulations, enhanced mutual understanding,
and ensured the stable supply of core upstream products.
针对这些外部政策调整，中兴通讯积极响应。组织内部团队进行影响分析，调整业务管控措施，优化系统功能、配置线上管控方案，确保高效、有效地实现复杂法规环境下的合规遵从。同时，为确保供应链的稳定性，我们在本季度也就这些新规与多家国际知名芯片制造厂商进行了交流，就规则要求深入交换了意见，增强了相互理解，确保了核心上游产品的稳定供应。

far.” We have been striving to maintain close communication with partners in various industries in the
rapidly changing situation. For example, ZTE's Export Control Compliance Department held the 2024 Trade
Compliance Private Session in Shenzhen in November 2024. This session brought together persons responsible
for legal compliance from many leading companies in the Internet and communications fields.The
participants discussed the latest trends and business practices of trade compliance from different
perspectives in combination with the development trends of China's export control, the United States
export control and economic sanctions. I look forward to more compliance exchanges with various business
partners.We believe that through joint efforts, continuous communication and mutual learning among
partners at different positions in the industry chain, we can work together to cope with various
difficulties encountered in business development.

privacy protection in developing and promoting compliance products. ECSS passed the privacy information
management system certification, ISO 9001 certification, and the renewal certification of the third
network security level protection assessment level in 2024. At the same time, ECSS has also passed the
adaptation certification of information technology application innovation products of the China Academy of
Information and Communications Technology (CAICT), laying a solid foundation for the operation of ECSS in
