In Q1 2025, the external policy environment became more stringent and complex.
At the end of its term, the Biden administration intensively issued restrictive rules on China's
semiconductor and other industries. After taking office, the Trump administration announced a review of
some of these policies that had not yet taken effect. At the end of March, the Trump administration added
a large number of Chinese companies to the Entity List. On the Chinese side, the Provisions on the
Implementation of the Anti-Foreign Sanctions Law of the People's Republic of China was issued, placing a
number of U.S. entities on the export control list. In response to these external policy changes, the
Company quickly analyzed the impact and proactively coordinated with partners along the industrial chain.
To ensure the stability of the supply chain, we communicated with a number of internationally renowned
chip manufacturers on the newly issued rules in Q1, and exchanged in-depth views on requirements related
to the rules, enhancing mutual understanding, and ensuring the stable supply of core upstream products. We
also attended the Update Conference on Export Controls and Policy by the Bureau of Industry and Security
(BIS) on site, where we communicated directly with relevant personnel to gain a better understanding of
the latest regulatory developments and future regulatory trends.
一季度，外部政策环境变得更加严格复杂。拜登政府在任期结束之际密集发布了对中国半导体等行业的限制规则。特朗普政府上台后，宣布对部分未生效的政策进行审查。3月底，特朗普政府将大批中国企业列入实体清单。中国方面，公布了《实施〈中华人民共和国反外国制裁法〉的规定》，将一批美国主体列入了出口管制管控名单。针对这些外部政策调整，中兴通讯快速进行影响分析，并协同产业链上下游合作伙伴进行了积极应对。为确保供应链稳定，我们在一季度就新发布的规则与多家国际知名芯片制造厂商进行了交流，就规则要求深入交换了意见，增强了相互理解，确保了核心上游产品的稳定供应。我们还现场参加了美国商务部工业与安全局的年会，与相关人员进行了现场沟通，更好地了解了最新的监管动态与未来的监管思路。
On March 3, the 2025 Shanghai Specialized Program on Foreign-related Legal and
Compliance Capacity Enhancement was successfully held in Shanghai. This event was jointly organized by the
Shanghai Municipal Commission of Commerce and China Chamber of Commerce for Import and Export of Machinery
and Electronic Products (CCCME), and co-hosted by ZTE Corporation. More than 300 representatives from
relevant government departments, legal experts, and Shanghai-based foreign trade enterprises participated
in the event, discussing new trends, challenges, and strategies in foreign-related legal system
development and corporate compliance management. As a co-organizer, ZTE shared its management experience
and best practices related to export control compliance, and introduced its Enterprise Compliance Service
System (ECSS), a digital tool for compliance management, providing valuable insights for Shanghai's
foreign trade enterprises in exploring new compliance pathways.
3月3日，由上海市商务委员会和中国机电产品进出口商会联合主办，中兴通讯协办的“2025年上海涉外法治与合规能力专项提升活动”在上海成功举办。来自相关政府部门、专家律师、上海外经贸企业等各方代表300余人参加活动，共同探讨涉外法治建设及企业合规管理的新趋势、新挑战与新对策。中兴通讯作为协办单位，分享了出口管制领域的管理经验与合规实践，并介绍了中兴通讯的合规数字化产品ECSS（Enterprise
Compliance Service System，企业合规服务系统），为上海外贸企业探索合规新路径提供了重要参考。
Building on a deep understanding of pain points and challenges in corporate
compliance and leveraging its profound compliance experience and advanced digital and intelligent
technologies, ZTE has recently launched the "Global Compliance Online Screening Service" on ECSS, aiming
to help Chinese enterprises address increasingly severe compliance challenges at lower costs and with
higher efficiency. This online service supports screening against various global control lists, including
export controls, economic sanctions, arms embargoes, and diplomatic sanctions. It also supports real-time
database updates and offers functions such as address screening, screening in non-Chinese/English

This year, the Export Control Compliance Dept. initiated ISO 37301
certification for the Company's export control compliance management system, to demonstrate our
capabilities and achievements in export control compliance. Going forward, we will continue to improve and
optimize the export control compliance system by benchmarking against international standards.
Furthermore, during the certification process, we will strengthen collaboration with certification bodies,
actively promote best practices, and jointly build a robust compliance ecosystem.
中兴通讯出口管制合规部在今年启动了对公司出口管制合规体系建设的ISO37301标准认证，通过ISO标准认证展现我司在出口管制合规领域的建设水平与取得的成果。我们将对标国际标准不断完善和优化出口管制合规体系建设。同时，在认证过程中，我们将深化与认证机构的合作，积极推广最佳实践，共建合规生态。
Additionally, ZTE continued to deepen collaborative innovation with customers
and industry partners in Q1. We conducted multidimensional compliance exchanges with various multinational
operators, international banking groups, and key upstream chip manufacturers. These exchanges focused on
the current international landscape, global trends in compliance controls, and new regulations in advanced
computing and semiconductor manufacturing, with the aim of jointly exploring pathways for risk prevention
and control as well as business development in complex environments. Taking "compliance credibility
enhancement" as a shared commitment, ZTE will continue to collaborate with partners in areas such as
policy research and system tools, injecting sustainable momentum into the high-quality and compliant
development of industries.
